HB 993 - Regulation of Firearms and Ammunition

• Amends section 790.33 to allow counties and municipalities to regulate firearm possession on property they own, except where prohibited by the State Constitution.

• Maintains state preemption over firearms and ammunition regulation in all other contexts, declaring the field occupied by the state with all local ordinances declared null and void except for municipal/county-owned property.

• Establishes penalties including civil fines up to $5,000, court injunctions, and potential removal from office for knowing and willful violations of state firearms preemption.

• Allows private citizens or organizations to sue for violations and recover reasonable attorney's fees and actual damages up to $100,000 plus interest.

• Effective date is July 1, 2013.
