Declares legislative priorities addressing importation and uncontrolled breeding of dogs and cats, which pose risks to animal welfare, human health, and agricultural interests in Florida.

Requires all public and private animal shelters, humane organizations, and animal control agencies to prepare and maintain records for the preceding 3 years, with monthly updates beginning July 31, 2013.

Mandates shelters track animals taken in by category (surrendered by owner, stray, impounded, confiscated, transferred, imported, born in shelter) and their disposition (adopted, reclaimed, died, euthanized, transferred, TNR, missing, ending inventory).

Requires shelters that routinely euthanize dogs based on size or breed alone to provide a written policy statement, with such euthanizations recorded and included in total euthanasia percentage calculations.

Makes all shelter records publicly available through inspection and dissemination, with access governed by chapter 119 (Florida Public Records); effective July 1, 2013.
