Prohibits health care plans and health insurance policies from imposing cost-sharing, deductibles, or copayments for specialty-tier prescription drugs that exceed the dollar amount charged for nonpreferred brand name drugs for a period of 1 year ending July 1, 2014.

Applies to prescription drug benefit plans that determine cost-sharing obligations by drug category, including generic drugs, preferred brand name drugs, and nonpreferred brand name drugs.

Requires the Agency for Health Care Administration to conduct a study examining the impact of specialty-tier prescription drugs on access and patient care.

Mandates submission of a report to the Governor, President of the Senate, and Speaker of the House of Representatives by October 1, 2014, summarizing the study findings.

Takes effect July 1, 2013.
