Renames the Fellsmere Water Control District to the Fellsmere Improvement District, a special tax district in Indian River County, and codifies its charter under chapter 298, Florida Statutes.

Grants the district authority to provide public infrastructure and services including water control, roads, transportation, parks, water supply, sewer systems, fire prevention, and mosquito control.

Establishes the district's power to levy non-ad valorem assessments pursuant to chapters 170, 197, and 298, Florida Statutes, with assessments becoming liens of equal dignity with county taxes and collected using county tax procedures.

Authorizes the district to issue revenue bonds, assessment bonds, and bond anticipation notes without voter approval unless additionally secured by the district's full faith, credit, and taxing power.

Requires district facilities and services within Indian River County or the City of Fellsmere to comply with adopted comprehensive plans and land development regulations; ratifies all prior acts and circuit court decrees of the district.
