CS/HB 1031 - Instructional Materials for K-12 Public Education

• Authorizes district school boards and consortiums to implement local instructional materials review programs with district-approved materials as alternative to state adoption process

• Requires district superintendents to certify annually by March 31 that all core instructional materials align with applicable state standards

• Allows districts to collect fees from publishers participating in local review process (capped at state review fees), with proceeds funding substitute teacher costs and reviewer stipends/travel reimbursement

• Changes state review process to appoint five reviewers per submission (including K-12 educators and lay person) instead of state/national experts, with materials evaluated electronically for alignment with state standards

• Mandates all approved instructional materials be provided in electronic or digital format by 2015-2016 school year and establishes district use of at least 50% of instructional materials allocation for digital materials by 2015-2016

• Effective date: July 1, 2013
