Amends vessel registration fee adjustment provisions to occur in 2013 and every 5 years thereafter instead of 2015, with adjustments calculated using Consumer Price Index growth factor methodology.

Defines "Consumer Price Index" as the not seasonally adjusted Consumer Price Index for All Urban Consumers (U.S. city average, all items) from the U.S. Department of Labor, Bureau of Labor Statistics.

Requires fee adjustments to be calculated by multiplying current fees by a growth factor derived from the annual average Consumer Price Index for the year before adjustment divided by the average Consumer Price Index from 6 years prior.

Directs Fish and Wildlife Conservation Commission to round adjusted fees to nearest 50 cents and submit revised schedules to Division of Law Revision and Information, with fee increases effective July 1 of adjustment years.

Applies identical adjustment procedures to hunting and fishing license and permit fees established under section 379.354, with adjusted fees taking effect July 1 each adjustment year.
