Defines "an organization that is operated primarily for religious purposes" to include institutions whose governing body is elected by church officials, requires faculty to affirm a common religious faith, and mandates religious instruction in the curriculum (including preschools, child care facilities, and K-12 schools)

Includes organizations where religious values inculcation is a regular activity and that primarily employ persons affirming a common religious faith consistent with the organization

Requires the Department of Economic Opportunity to adopt procedural rules governing applications and reviews for religious organization exemptions from reemployment assistance coverage

Mandates that department determinations are binding on both the department and applicant unless facts substantially change, and provides for administrative appeal and civil action by applicants contesting unfavorable determinations

Takes effect July 1, 2013
