Creates a public records exemption for proprietary business information submitted to the Department of Environmental Protection in applications for natural gas storage facility permits.

Defines "proprietary business information" to include trade secrets, leasing plans, exploration budgets, well design plans, geological studies, and competitive business information that would harm the applicant if disclosed.

Allows the department to disclose exempt information only pursuant to court order, with applicant's written consent, or to other governmental entities that agree in writing to maintain confidentiality.

Exemption is subject to the Open Government Sunset Review Act and will automatically repeal on October 2, 2018, unless reenacted by the Legislature.

Takes effect October 1, 2013, if HB 1083 or similar legislation is adopted in the same legislative session and becomes law.
