Revises limited licensure criteria for physicians and osteopathic physicians, changing language from "demonstrate" to "affidavit stating" regarding 10 years of medical licensure in any U.S. jurisdiction.

Eliminates requirement that governmental contractors approve all followup or hospital care for volunteer health care providers under the "Access to Health Care Act."

Requires Department of Health to post online listing of volunteer providers participating in the program, including volunteer service hours and patient visits, with option for providers to request exclusion.

Permits volunteer health care providers to earn up to 8 continuing education hours per licensure renewal period by performing volunteer services to indigent patients, notwithstanding the standard 25 percent continuing education credit limit.

Mandates that department rules for administering the volunteer program give providers the greatest flexibility possible to serve eligible patients while retaining departmental review and oversight authority over patient eligibility and referral determination.
