Defines "born alive" as complete expulsion or extraction of a human infant at any stage of development who breathes, has a beating heart, or shows definite voluntary muscle movement after expulsion or extraction, regardless of umbilical cord status or method of delivery.

Grants infants born alive during or immediately after an attempted abortion the same rights, powers, and privileges as any other child born alive in the course of natural birth.

Requires health care practitioners present at birth to exercise the same degree of professional skill, care, and diligence to preserve the life and health of such infants as would be rendered to infants born alive at the same gestational age in natural birth.

Mandates immediate transport and hospital admission of infants born alive during or after attempted abortion, and requires health care practitioners and certain employees to report violations to the Department of Health.

Establishes violations of these provisions as first-degree misdemeanors, and requires medical facilities to submit monthly reports including the number of infants born alive during or immediately after attempted abortions; effective date July 1, 2013.
