Requires each state agency to submit an inventory of all public data in its custody to the Secretary of State by July 1, 2014, and every 6 months thereafter.

Each inventory must include data descriptions with record layouts, format/source/quality information, public availability status, recommendations for newly public data, confidential/exempt data descriptions, and data-sharing explanations.

Secretary of State must establish a website by January 1, 2015 displaying agency inventories, data relationships across agencies, and comparisons of existing data distribution methods.

Department of State may use fees from the Records Management Trust Fund to cover costs of administering the inventory website and public data system.

Act takes effect July 1, 2013.
