Extends athletic eligibility requirements to include charter school students and establishes that charter schools are considered public schools for purposes of interscholastic activities.

Requires the Florida High School Athletic Association (FHSAA) to complete a comprehensive review of bylaws by October 1, 2013, and submit a detailed compliance report to the Commissioner of Education, Governor, and Legislature by October 15, 2013.

Establishes that the burden is on the FHSAA to demonstrate by clear and convincing evidence that a student is ineligible, and requires the FHSAA to pay all reasonable costs and attorney fees if an administrative law judge finds a student remains eligible in a residency or transfer challenge.

Reduces the FHSAA board of directors from 25 to 16 members and changes the quorum requirement from nine members to one more than half of nine members.

Caps the FHSAA executive director's salary at the Governor's salary level and prohibits car allowance and cellular telephone benefits, with per diem and travel limited to state employee rates.
