Establishes a new "independent motor vehicle sales agent" license category for individuals who are not employees but work under licensed motor vehicle dealers and use their own investment to purchase vehicles.

Independent motor vehicle sales agents must complete a 6-hour training course, pass a mastery test, maintain garage liability insurance, work under licensed dealers, and have no felony convictions in the last 10 years.

Sets the independent motor vehicle sales agent license fee at no more than 50 percent of the motor vehicle dealer license fee.

Amends multiple statutes (316.2935, 319.33, 320.1316, 320.273, 501.021, and 537.012) to add references to independent motor vehicle sales agents alongside traditional motor vehicle dealers throughout Florida law.

Takes effect July 1, 2013.
