Amends s. 408.909, F.S. to expand the definition of "health care coverage" or "health flex plan coverage" to include excepted benefits under s. 627.6561(5)(b), benefits under s. 627.6561(5)(c) if offered separately, and benefits under s. 627.6561(5)(d) if offered as independent, noncoordinated benefits.

Deletes the section's expiration date of July 1, 2013, making health flex plans a permanent program rather than a temporary pilot program.

Health flex plans provide affordable health coverage alternatives for low-income uninsured Florida residents with family incomes at or below 300 percent of the federal poverty level who are ineligible for private insurance or public programs like Medicare and Medicaid.

Plans may limit or exclude certain benefits otherwise required by law, cap annual claims per enrollee, and limit the number of enrollees; both the Agency for Health Care Administration and Office of Insurance Regulation must approve plans.

Takes effect June 30, 2013.
