Appropriates $1,092,040 plus taxable costs to Amie Draiemann Stephenson as Personal Representative of Christian Darby Stephenson's estate for the wrongful death caused in part by Department of Transportation negligence on August 12, 2000

Death resulted from a gasoline tanker accident on Hart Bridge Expressway caused by a clogged drain maintained by DOT that created standing water, leading to hydroplaning and the tanker's jackknife and explosion

Compensates the estate and surviving minor children (Hailey Morgan Stephenson and Christian Darby Stephenson, II) based on a March 22, 2005 jury verdict that found DOT 36 percent negligent and awarded total damages of $3.589 million

Department of Transportation has already paid $200,000 under Florida Statutes s. 768.28, with this act providing the remaining 36 percent of damages

Limits attorney fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the appropriated amount and establishes this payment as sole compensation for all claims arising from the incident
