Imposes a 4 percent administrative collection processing fee on all firearms and ammunition sales by licensed dealers in Florida, calculated based on the sales price.

Requires all collected fees to be deposited into the Behavioral Health Intervention and Treatment Trust Fund administered by the Department of Children and Family Services.

Allows unexpended trust fund balances to carry forward at the end of each fiscal year for use in subsequent years.

Distributes annual trust fund allocations as follows: 70 percent to managing entities for mental health treatment and research; 10 percent to law enforcement agencies for crisis intervention training and diversion programs; 5 percent each to the Department of Education, public postsecondary institutions, community-based organizations, and Our Kids of Miami-Dade/Monroe, Inc.

Effective date is July 1, 2013.
