Prohibits sale or possession of consumer fireworks by persons younger than 18 years of age, with an exception allowing supervised use of novelties by minors under direct adult supervision.

Reorders and expands the definition of "consumer fireworks" to include small devices designed to produce visible or audible effects that comply with Consumer Product Safety Commission standards and American Pyrotechnics Association standards.

Reduces the maximum weight limit for sparklers from 200 grams to 100 grams.

Repeals section 791.07 relating to agricultural and fish hatchery use of fireworks.

Takes effect October 1, 2013.
