Creates the Office of Faith-Based and Community Initiatives within the Department of Economic Opportunity with administrative and staff support provided by department personnel.

Requires the office to promote and coordinate community service and volunteer participation in faith-based and community-based organizations throughout Florida.

Directs the office to identify and remove unnecessary administrative barriers to increase partnership access and enhance the capacity of faith-based and community-based organizations to implement successful programs.

Requires the office to develop strategies to eliminate barriers to funding and other resource opportunities for faith-based and community-based organizations.

Takes effect July 1, 2013.
