Creates Florida Statute 782.066 establishing enhanced penalties for murder committed against children 17 years of age or younger.

Reclassifies violation of section 782.04(2) (second-degree murder) to capital felony when victim is 17 or younger, regardless of whether the defendant knew the victim's age.

Reclassifies violation of section 782.04(4) (unintentional killing during felony) to first-degree felony when victim is 17 or younger.

Prohibits courts from suspending, deferring, or withholding adjudication of guilt or imposition of sentence for violations of this statute.

Takes effect July 1, 2013.
