Extends Florida's mandatory waiting period for firearm purchases from handguns only to all firearms, requiring 3 days between purchase and retail delivery, excluding weekends and legal holidays.

Exempts concealed weapons permit holders and firearm trade-ins from the 3-day waiting period requirement.

Makes it a third-degree felony for retailers or their agents to deliver firearms before the waiting period expires or for purchasers to obtain firearms through fraud or false representation.

Prohibits ammunition sales to persons who have not completed an anger-management program consisting of at least 2 hours of online or face-to-face instruction, with certification required to be renewed every 10 years.

Establishes second-degree misdemeanor penalties for illegally purchasing ammunition, escalating to first-degree misdemeanor for second or subsequent violations within 1 year; effective July 1, 2013.
