Amends Florida law to establish that stormwater utility fees and per acreage fees constitute a lien on land or premises until paid.

Makes stormwater management system liens prior to all other liens except state, county, and municipal taxes, and places them on equal priority with tax liens.

Allows stormwater liens delinquent for more than 30 days to be foreclosed by a municipality using the same procedures that govern foreclosure of mortgages on real property.

Permits counties and municipalities to use the non-ad valorem levy, collection, and enforcement method under chapter 197 to assess and collect stormwater fees.

Effective July 1, 2013.
