Adds licensed psychologists (Chapter 490) to the list of health care providers protected by a 12-month limitations period for overpayment claims from health insurers and health maintenance organizations, except for fraud cases under s. 817.234.

Requires licensed psychologists to submit underpayment claims to insurers and health maintenance organizations within 12 months after payment, with no claims permitted beyond that deadline.

Authorizes licensed psychologists to receive direct payment of insurance benefits from insurers when an insured specifically authorizes such payment, provided the payment does not exceed what the insurer would otherwise have paid.

Makes technical and grammatical changes to amend sections 627.6131, 641.3155, and 627.638 of Florida Statutes to include licensed psychologists alongside physicians, dentists, and other health care providers.

Takes effect July 1, 2013, with contingency provisions related to potential reversions of section 627.638 based on findings from the Office of Program Policy Analysis and Government Accountability.
