HB 1239 - Arts for All Students Act

• Creates section 1003.499, F.S., establishing the "Arts for All Students Act" to promote fine arts education access in K-12 public schools.

• Requires the Department of Education to annually publish an "Arts for All Students" report for each K-12 public school comparing student achievement, learning gains, and graduation rates between students participating in fine arts curricula and those who do not.

• Defines fine arts curriculum to include visual arts, music, dance, and theatre courses.

• Directs the Department of Education to establish an advisory committee of fine arts education experts to develop criteria and a formula for awarding annual "Arts for All Students" model school and model school district designations to eligible schools and districts.

• Specifies data requirements for model designations including fine arts course offerings, student enrollment numbers, instructional hours, teacher certification levels, professional development offerings, and dedicated classroom spaces.

• Takes effect July 1, 2013.
