Creates section 39.01305, Florida Statutes, requiring courts to appoint an attorney in writing for dependent children with disabilities who reside in or are being considered for placement in skilled nursing facilities.

Defines "dependent child with a disability" as a medically or technologically dependent child requiring continuous therapeutic interventions or supervision in a skilled nursing facility.

Requires appointed attorneys to provide complete legal services from removal through all available appellate proceedings, with court permission to arrange separate counsel for appellate hearings.

Mandates adequate attorney compensation and funding access for expert witnesses, depositions, and other litigation costs.

Makes implementation conditional on express legislative appropriations and sets effective date of July 1, 2013.
