Supervisors of elections must submit a report to the Secretary of State at least 3 months before a general election describing anticipated staffing levels during early voting, election day, and after election day, plus the amount of automatic tabulating equipment at each early voting site and polling place.

The Department of State shall establish performance standards with supervisors of elections to evaluate election conduct and assign letter grades of "A," "B," "C," "D," or "F" to each supervisor after an election cycle.

Supervisors' performance grades shall be published on the Division of Elections website.

The Department of State shall develop contract provision recommendations for supervisors negotiating with voting equipment vendors, including suggested timeframes for equipment setup and testing, vendor technical assistance availability during early voting and election day, and penalties for vendor non-compliance.

The act takes effect July 1, 2013.
