Create a special instant scratch-off lottery game titled "Ticket for the Cure" beginning January 1, 2014 and ending December 31, 2019 to fund breast cancer research and services.

Allocate net revenues from the game to breast cancer research and services for low-income, uninsured breast cancer victims, excluding overhead costs, indirect costs, and levies.

Define "net revenue" as ticket sales minus prize payouts and department administrative expenses solely related to the game, and "research" to include detection, prevention, screening, and treatment of breast cancer including clinical trials.

Distribute net revenues equitably among state universities with medical research facilities to fund breast cancer research and services for low-income, uninsured breast cancer victims.

Take effect July 1, 2013, and authorize the Department of the Lottery to adopt rules for implementation.
