Creates constitutional right to vote for Florida citizens over 18 who are permanent residents and establishes policy to protect electors against discrimination based on gender, race, age, income level, sexual orientation, gender identity, or disability.

Allows persons convicted of felonies who have served their sentences to preregister to vote and vote after rights are restored.

Authorizes automatic voter registration through the Department of Highway Safety and Motor Vehicles when citizens apply for, renew, or change address on driver licenses or identification cards; applicants may revoke consent.

Requires development of online voter registration system accessible through the Department of State's website; prohibits absentee voting for online registrants without electronic signatures on file.

Eliminates county-residency requirement for voters to vote in new precinct after change of residence by completing affirmation; effective July 1, 2013.
