Revises student eligibility criteria for participation in high school athletic activities, allowing students to be eligible at their first enrolled school, a school where they engage in practice before enrollment, or a school they transfer to with district approval.

Designates the Florida High School Athletic Association (FHSAA) as the governing nonprofit organization of athletics in public schools through July 1, 2017, and subjects the FHSAA to public records and public meetings laws (chapters 119 and 286, Florida Statutes).

Requires the FHSAA to adopt bylaws presuming student eligibility with limited violations causing ineligibility, and mandates that ineligibility be established by clear and convincing evidence with investigations limited to 90 days and 520 work hours maximum.

Establishes the FHSAA's board of directors composition as 16-17 members including charter school, public, and nonpublic school representatives, district officials, and state appointees; requires executive director appointment subject to Senate confirmation with salary capped at the Governor's salary.

Requires all students participating in interscholastic athletics to pass annual medical evaluations and establishes bylaws regarding concussion management, informed consent, and removal from play protocols; freezes FHSAA dues and fees at 2012-2013 levels with increases limited to Consumer Price Index adjustments.
