Authorizes the East County Water Control District board of commissioners to finance, plan, establish, design, acquire, install, construct, operate, and maintain street lighting facilities and sidewalk facilities situated within or adjacent to public road rights-of-way.

Allows the District to levy non-ad valorem assessments on a per-project basis to fund street lighting and sidewalk improvements, provided the District complies with either Sections 190.021(2)-(10) and 190.022, Florida Statutes, or Sections 298.225 and 298.301, Florida Statutes.

Requires majority approval from qualified electors who will be benefited and obligated to pay assessments, with the approval process to be determined by the Board of Commissioners in accordance with chapter 189, Florida Statutes.

Prohibits the street lighting and sidewalk powers from applying within any portion of Hendry County.

Requires majority voter approval via referendum election at the next general election before the District may exercise these additional powers, except for three specified parks: Lake Camille Park, Williams Park, and Eco Park.
