Repeals chapter 2004-435, Laws of Florida, which established the Tallahassee-Leon County Civic Center Authority charter.

Designates the Tallahassee-Leon County Civic Center at Florida State University as the "Donald L. Tucker Civic Center" in honor of former representative Donald L. Tucker's service and contributions to the civic center's construction.

Requires Florida State University to erect suitable markers, including one over the main entrance, reflecting the civic center's new name.

Directs the Division of Alcoholic Beverages and Tobacco to issue special beverage licenses to Florida State University or its designee for the 20-acre civic center complex, limited to on-premises consumption or off-premises consumption for civic center-sponsored events.

Abolishes the Tallahassee-Leon County Civic Center Authority and transfers all assets and liabilities to Florida State University, with the university not required to assume pre-existing contracts unless expressly accepted.
