Authorizes counties to levy a discretionary sales surtax of up to 0.5 percent for the benefit of a Florida College System institution and a state university located in the county, contingent on voter approval by referendum

Requires the county ordinance to include a plan for using surtax proceeds, including maintenance, infrastructure projects, academic programs, teaching enhancements, land acquisition, and facility expansion with at least 5-year useful life

Directs 90 percent of surtax proceeds to the Florida College System institution and 10 percent to the state university through Florida Prime accounts managed by the State Board of Administration

Establishes a seven-member county oversight board to review and approve annual spending plans from each institution's board of trustees, with members appointed by the chamber of commerce, United Way, institution boards, and county legislative delegation

Prohibits state funding reductions to institutions receiving surtax funds and sets the surtax expiration at 5 years after the effective date
