CS/HB 1321 Summary

• Changes the Florida Keys Aqueduct Authority board of directors from gubernatorial appointment to nonpartisan election for five regular members representing five Monroe County districts

• Requires candidates to submit petitions with signatures of 3 percent of registered voters in their district to qualify for ballot placement

• Establishes board qualifications: members must be registered electors within Monroe County and residents of their district for at least 6 months prior to election

• Creates transition provisions including 4 South Florida Water Management District members appointed by Governor until July 1, 1986, after which the board consists solely of 5 elected members

• Provides that board vacancies not filled 30 days before the next general election shall be filled by voter election rather than gubernatorial appointment
