Amends section 943.0583, Florida Statutes, to make criminal history records of human trafficking victims confidential and exempt from public records disclosure when expunged and retained by the Department of Law Enforcement.

Permits criminal justice agencies to access expunged records for their respective criminal justice purposes and allows agencies to retain notation of compliance with expungement orders.

Exemption is subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2018, unless the legislature reviews and reenacts it.

Establishes that human trafficking victims convicted of crimes at their traffickers' behest are crime victims who face employment and life barriers when convictions remain publicly accessible.

Effective date is contingent upon the same date that CS/CS/HB 1325 or similar legislation takes effect, if adopted in the same legislative session and becomes law.
