Deletes the provision limiting public adjuster compensation for Citizens Property Insurance Corporation claims, removing the 10 percent cap on fees charged for claim settlements.

Maintains existing statutory language regarding the public purpose of Citizens Property Insurance Corporation to provide affordable property insurance for Florida residents and businesses unable to obtain coverage in the voluntary market.

Preserves eligibility restrictions for high-value residential properties, including those with dwelling replacement costs of $2 million or more as of January 1, 2009.

Preserves wind-borne debris region restrictions for residential structures valued at $750,000 or more without required opening protections, effective January 1, 2009.

Takes effect July 1, 2013.
