Authorizes the Florida Public Service Commission to require regulated utilities with gross annual revenues exceeding $25 million to submit annual plans for increasing procurement from women, minority, and disabled-veteran owned businesses in all categories including renewable energy and smart grid projects.

Defines eligible businesses as independently owned enterprises with at least 51 percent ownership by women, minorities (Black, Hispanic, Native, or Asian-Pacific Americans), or service-disabled veterans, with disabled-veteran businesses limited to 200 employees and $5 million net worth.

Requires regulated companies to include short- and long-term procurement goals and timetables in their plans without imposing quotas, and mandates annual reporting to the commission on implementation progress.

Establishes misdemeanor of the first degree penalties for persons or corporations that falsely represent a business as woman, minority, or disabled-veteran owned when procuring contracts from regulated utilities.

Permits corporations to implement support measures such as timely payments, flexible performance bond requirements, and financing assistance to facilitate participation of eligible businesses in contract procurement.
