Renames the Presidential Preference Primary Date Selection Committee to the Presidential Candidate Selection Committee and revises its membership composition.

Changes the deadline for political parties to submit presidential candidate lists from December 31 to October 31 of the year preceding the primary.

Establishes that delegates must qualify no later than the second Friday in January, with allocation determined by party rule.

Shifts candidate affidavit withdrawal deadline from the second Tuesday after the first Monday in January to November of the year preceding the primary.

Takes effect October 1, 2013.
