• Expands the definition of "agency" to include county school districts and clarifies that it encompasses state universities, colleges, and technical colleges.

• Extends the repayment period for installation construction loans from the current term to up to 20 years, with at least one-twentieth of the price required to be paid within 2 years of installation.

• Allows facility alterations required to implement energy conservation measures to be included in performance contracts and supervised by the performance savings contractor.

• Requires proposed contracts to include an investment-grade audit certified by the Department of Management Services and limits the Office of the Chief Financial Officer's review period to 10 business days.

• Effective date: July 1, 2013.
