Establishes the "Immigrant Entrepreneur and STEM Student Recruitment and Retention Act" to allow immigrant entrepreneurs and certain foreign STEM students to obtain temporary driver licenses while awaiting visa resolution.

Amends Florida Statutes section 322.08 to add proof of immigrant entrepreneur or STEM student classification as acceptable identity documentation for driver license issuance.

Creates section 288.1259 defining "immigrant entrepreneur" eligibility requirements including: investment of at least $100,000 by qualified investors, creation of at least five full-time jobs or $500,000 in capital investment or revenue, and annual income of at least 250 percent of federal poverty level.

Creates section 1002.3106 defining "STEM student" eligibility as foreign students with doctorate, master's, or combined baccalaureate-master's degrees in computer science, engineering, mathematics, or physical sciences from qualifying U.S. universities, with degree coursework completed while physically present in the United States.

Temporary driver licenses issued under these provisions are valid for the document's expiration date or 1 year, whichever is shorter, and may be reissued annually while visa determination is pending; licenses must be revoked if the Department of Homeland Security denies visa renewal or extension.
