Department of Education shall implement a 4-year REACH Pilot Program in 3-5 of Florida's lowest-performing traditional public schools with large low-income, at-risk student populations beginning in the 2013-2014 school year.

Program shall operate as a public-private partnership providing "wrap-around services" including tutorial and after-school programs, student counseling, nutrition education, health and dental services, parental counseling, and adult education.

First year activities include building partnerships with school districts, teachers unions, parents, social service agencies, medical professionals, and businesses; planning services; establishing baseline data; and reporting costs and benefits.

Years 2-4 shall continue partnerships, refine services based on input, monitor student academic and health progress, and report progress, costs, and benefits.

Department of Education shall submit a final report to the President of the Senate and Speaker of the House at program conclusion that reviews successful practices, impact on student performance, and recommends continuing or terminating the program; act takes effect July 1, 2013.
