Reduces the timeframe for filling governing board vacancies from 60 days to 45 days after a vacancy occurs in the Key Largo Wastewater Treatment District.

Establishes governing board member compensation at $300 per meeting, limited to three meetings per month, with annual adjustments based on the Consumer Price Index for All Urban Consumers.

Board members receive expense reimbursement according to section 112.061, Florida Statutes.

Specifies procedures for filling vacancies depending on timing relative to special district election qualifying deadlines, with vacant seats filled by election at the next general election if vacancy occurs before the 30-day deadline.

Takes effect upon becoming law.
