Creates the Charter School Educational Facility Trust Fund within the Department of Education as a depository for funds allocated to charter schools for capital outlay purposes.

Allows any balance in the trust fund at the end of each fiscal year to remain in the fund and be available for future use, notwithstanding general state budget provisions.

Schedules the trust fund for termination on July 1, 2017, unless terminated sooner, with a required review before termination.

Takes effect contingent upon HB 1267 or similar legislation being enacted in the same legislative session and becoming law, requiring a three-fifths vote in both houses for passage.
