Deletes the provision in Florida law that denies Title XXI-funded premium assistance for Kidcare health benefits coverage to children who are aliens but do not meet the definition of qualified aliens.

Amends section 409.814, Florida Statutes, by redesignating paragraphs (d) and (e) as paragraphs (c) and (d) to remove the alien eligibility restriction.

Amends section 624.91, Florida Statutes, to delete a cross-reference to the removed alien restriction provision and clarifies that legal aliens enrolled in Florida Healthy Kids as of January 31, 2004 may receive state-funded premium assistance.

Takes effect July 1, 2013.
