Deletes provisions requiring the Department of Highway Safety and Motor Vehicles to distribute Challenger/Columbia specialty license plate fees to the Technological Research and Development Authority, effective September 30, 2013.

Eliminates the requirement for the Fish and Wildlife Conservation Commission to distribute saltwater license and permit fees to the Technological Research and Development Authority, effective July 1, 2013.

Removes references to the Technological Research and Development Authority from gift-giving restrictions in s. 112.3148, effective December 31, 2013.

Removes the Technological Research and Development Authority from the list of eligible research institutions that may receive marine research funding from the Fish and Wildlife Conservation Commission.

Enactment of the bill is contingent on passage and enactment of HB 1013 or similar legislation in the same legislative session.
