Repeals section 161.56(2) of Florida Statutes relating to the biennial coastal building zone construction training program previously required to be developed and maintained by the state land planning agency.

Retains section 161.56(1) which preserves the department's authority to require permits and enforce standards for construction seaward of the coastal construction control line that are as restrictive as or more restrictive than state requirements.

Eliminates the requirement for the state land planning agency to provide initial training by April 1, 1987, and recurring biennial continuing education programs beginning July 1, 1989.

Effective date: July 1, 2013.
