• Restricts state employee travel funds to mission-critical activities and prohibits state agencies from initiating competitive solicitations that would require changes in law or budget reallocations without specific authorization.

• Transfers funds between trust funds and the General Revenue Fund, authorizes new state debt issuance for critical state emergency purposes, and provides for reversion of various statutory provisions effective July 1, 2014.
