Creates section 282.221, Florida Statutes, establishing the State Technology Working Capital Trust Fund within the Agency for State Technology of the Executive Office of the Governor

Designates the trust fund as a depository for billing revenues from the state data center's customer entities, funds received by the Agency for State Technology, interest earnings, and cash advances from customer entities

Authorizes trust fund moneys to be used for operations of the Agency for State Technology and the state data center

Schedules the trust fund for automatic termination on July 1, 2017, unless terminated sooner, with mandatory review before the scheduled termination date per section 215.3206(1) and (2)

Makes the act effective July 1, 2013, contingent upon HB 5009 or similar legislation being adopted and enacted in the same legislative session or an extension thereof
