• Requires the Executive Office of the Governor to maintain a website displaying approved operating budget information including disbursement data, appropriation adjustments, spending authority status, position information, and 10-year appropriation history, all searchable and downloadable for offline analysis.

• Creates a fiscal planning website showing long-range financial outlooks, legislative budget requests, capital improvement plans, and Governor's budget recommendations, searchable by fiscal year, agency, and keywords.

• Requires the Department of Management Services to maintain a website with current state employee and officer information including name, salary, position number, and class code, searchable by agency, name, and salary range.

• Establishes a secure contract tracking system administered by the Chief Financial Officer where state entities must post contract information within 30 days, with procedures for redacting confidential information and allowing public viewing and downloading; creates a User Experience Task Force to recommend consolidating state-managed websites by March 1, 2014.
