Deletes provisions that required the Fish and Wildlife Conservation Commission to submit reports to the President of the Senate and Speaker of the House by February 1 detailing how fee increases would be used.

Deletes provisions that allowed automatic adjustment of recreational fishing and hunting license and permit fees based on Consumer Price Index changes in 2013 and every 5 years thereafter.

Effective date is July 1, 2013.
