Revises the definition of "board-approved massage school" to include facilities eligible to participate in the William L. Boyd, IV, Florida Resident Access Grant Program.

Adds advertising to induce unlawful sexual misconduct as new grounds for denial or disciplinary action against massage therapists and establishments.

Prohibits operation of massage establishments between midnight and 5 a.m., with exceptions for health care facilities, hotels, motels, bed and breakfasts, timeshare properties, airports, pari-mutuel facilities, medically prescribed massages, and special events approved by local government.

Prohibits using a massage establishment as a principal residence unless the establishment is zoned for residential use under local ordinance.

Declares massage establishments violating operating restrictions and residential use prohibitions as nuisances subject to abatement or injunction; violations constitute first-degree misdemeanors, with second or subsequent violations as third-degree felonies.

Effective date: October 1, 2013.
