Clarifies charter school sponsor policies and requires annual reports on charter applications submitted and approved by sponsors.

Authorizes Florida College System institutions to operate up to one K-12 charter school with blended learning models if they offer an associate degree option at graduation.

Establishes "schools of technology" as district innovation schools using industry-leading technology and blended learning with flexibility from certain statutes in exchange for high academic achievement and accountability.

Requires student academic achievement for all students to be the primary factor in charter renewal decisions and prohibits sponsors from requiring certificates of occupancy before 15 days before school starts or pre-identifying enrolled students.

Creates restrictions on teacher assignments to prevent students from being assigned two consecutive years to teachers with "unsatisfactory" performance ratings in the same subject area.
